For passport, ID card and driving licence applications many Bulgarian embassies and consulates see people only by appointment. The Ministry of Foreign Affairs runs one online system for this — consulatebg.eu. Booking takes two steps: first you generate a UIN (unique identification number), then you use it to choose a day and time at the consular office.

What you need

  • the personal number (EGN) — yours or your child’s, if you apply for them;
  • date and place of birth;
  • your full name in Cyrillic and in Latin letters, as in your documents;
  • an email address and phone number — the confirmation link is sent by email.

How to book

  1. Generate a UIN

    Open consulatebg.eu/apply, choose the document — ID card, passport or driving licence (СУМПС) — fill in your EGN, date and place of birth and names, and press “Генерирай УИН”. Copy the number shown under the QR code.

  2. Choose the service and the consular office

    Open consulatebg.eu/book. Choose the service — “Български лични документи” (identity documents) or “Свидетелство за управление на МПС” (driving licence) — and the consular office where you will apply.

  3. Fill in your details and pick a time

    Enter your first name, surname, phone, email, the UIN from step one and your EGN. In the calendar, free slots are green and taken ones red.

  4. Confirm by email

    You receive a confirmation link by email. Open it within 24 hours, otherwise the booking is not confirmed. Check your spam folder too.

  5. Go to the consulate

    At your appointment you apply in person and your photo, signature and fingerprints are taken. What to bring is in the guides on passports and ID cards.

Have your documents arrived?

New documents are made in Bulgaria and sent to the consular office. Check whether yours have arrived at consulatebg.eu/status — by EGN. A driving licence replaced through the consulate is listed there too.

If your consulate is not in the system

If your consular office is not in the list in step two, or you need another service — notarial certification, civil status, certificates — book the way the mission itself describes on its page: by phone, by email or through its own form. Addresses, phone numbers and opening hours of all missions are in the Embassies and consulates section.

Documents you need

  • Personal number (EGN) of the person applying
  • Date and place of birth
  • Full name in Cyrillic and in Latin letters
  • Email and phone number for the confirmation

Frequently asked questions

What is the UIN and where do I find it?

A unique identification number the system generates in step one, after you enter the details of the document. It appears under the QR code — copy it to enter it in step two.

I did not get a confirmation email. What now?

Check your spam folder and whether you typed the address correctly. Without confirmation within 24 hours the booking is not valid — book again or contact the consular office.

Does booking cost anything?

No. You pay only the consular fee for the document when you apply at the consulate.

Can I book for my child?

Yes — the UIN is generated with the child’s details. The child and a parent attend: for a passport for a child under 18, normally both parents; for an ID card for a child aged 14 to 18, one of them. The details are in the passport and ID card guides.

Does the system keep my personal data?

According to the system itself, the online consular service does not collect or store the personal data you enter.
